How the White House plans to help the humble bee maintain its buzz

The humble bee — nuisance, threat, and linchpin of the American food supply — has won over the leader of the free world. And now President Obama is intervening on the bee’s behalf as its habitat dwindles.

On Tuesday, the Obama administration will announce the first National Strategy to Promote the Health of Honey Bees and Other Pollinators, a bureaucratic title for a plan to save the bee, other small winged animals and their breeding grounds. The initiative may feel like the kind of niche interest a second-term president devotes his time to, but scientists say his attention to the busy workforce that sustains many American crops is critical. While bee colonies regularly die off during winter because of stressful conditions, their sharp decline has been called a potential ecological disaster by some environmentalists and academic experts; conservative Rep. Ted Yoho (R-Fla.) described it in an interview as “an essential thing [that] we need to pay attention to.”

The strategy, a copy of which was obtained by The Washington Post, will seek to manage the way forests burned by wildfire are replanted, the way offices are landscaped and the way roadside habitats where bees feed are preserved.

It is also the culmination of a years-long fascination Obama has had with the bee and its worrisome fate.

“I have to say that it is mighty darn lovely having the White House acknowledge the indigenous, unpaid and invisible workforce that somehow has managed to sustain all terrestrial life without health-care subsidies, or a single COLA, for that past 250?million years,” said Sam Droege, a U.S. Geological Survey wildlife biologist and one of the country’s foremost experts on native bee identification…

Pollinator Politics: Environmentalists Criticize Obama Plan To Save Bees

The buzz around bees has been bad lately. As we’ve reported, beekeepers say they lost 42 percent of honeybee colonies last summer.

And it seems that fixing what ails bees is no simple task. Over the past few decades, they’ve been hit by diseases and habitat loss. There’s also increasing evidence that a type of pesticides called neonicotinoids are linked to bees’ decline, too.

This could be bad news for all of us, since bees and other pollinators are critical to our food supply.

Honeybees alone, according to an Obama administration estimate, add $15 billion in value to agricultural crops each year by pollinating everything from almonds and apples to blueberries and squash.

And now the administration has put forth a new action plan to reverse the declines in bees.

A key component is a strategy to restore 7 million acres of bee-friendly habitat that have been lost to urbanization, development and farming.

“It’s a big step in the right direction,” says Nigel Raine, a professor who studies pollinator conservation at the University of Guelph, in Canada.

The idea is to plant many types of wildflowers — in lots of different areas — so that bees have more places to forage and nest. “It’s making sure they have sufficient flowers to feed on,” says Raine — and places to live.

Many environmentalists say restoring bee habitat is a good place to start, but they’re critical that the Obama administration has not taken a harder line in limiting the use of neonicotinoids.

The Natural Resources Defense Council says more urgent action is needed to safeguard our food supply. “To truly save bees and other pollinators, we must drastically cut down on today’s pervasive use of neonicotinoids and other pesticides,” Peter Lehner, executive director of the NRDC, said in a press release.

And a similar message is coming from Friends of the Earth. The White House Pollinator Strategy won’t solve the bee crisis, the group says.

The Environmental Protection Agency announced in April that it is not likely to approve new uses of neonicotinoids, but the plan announced by the administration on Tuesday did not call for restrictions on current uses.

Lisa Archer, who leads the food and technology program at Friends of the Earth, said in a statement: “President Obama’s National Pollinator Health Strategy misses the mark by not adequately addressing the pesticides as a key driver of unsustainable losses of bees and other pollinators essential to our food system.”

The European Union has already moved to restrict the use of neonicotinoids. And as we’ve reported, there are proposals in Canada to limit use of the pesticides, too.

But a leading manufacturer of the pesticides says neonic restrictions are not necessary. “Neonicotinoids — when used according to labeled directions — can be used safely with pollinators,” Becky Langer of Bayer Crop Science told us.

She says the administration’s strategy to restore bee-friendly habitat is a good approach, and points out that Bayer is helping to address this issue with its Bee Care Center and efforts to encourage the expansion of habitat.

Plan Bee: White House Unveils Strategy To Protect Pollinators

There is a buzz in the air in Washington, and it’s about honeybees. Concerned about an alarming decline in honeybee colonies, the Obama administration has released a National Strategy to Promote the Health of Honey Bees and Other Pollinators.

NPR’s Dan Charles says the strategy, despite its rather bureaucratic title, is pretty straightforward: “The government will provide money for more bee habitat and more research into ways to protect bees from disease and pesticides. The Environmental Protection Agency also will re-evaluate a class of insecticides called neonicotinoids … which are commonly used on some of the most widely planted crops in the country.”

As NPR’s Allison Aubrey has reported:

“Scientists have shown that a range of factors — from climate change to viruses to loss of habitat — are contributing to the global decline in bee health.

“And two new studies published in the journal Nature add to the evidence that overuse of neonicotinoid pesticides may also be contributing to the decline of bees.

“Neonics, as they’re known for short, have become among the most widely used insecticides in the world. The pesticide is coated onto the seeds that farmers plant to grow their crops. These pretreated seeds are used extensively in corn, soy and canola crops. In fact, it’s estimated that treated seeds are used in more than 95 percent of the U.S. corn crop.”

The White House strategy aims to reduce honeybee colony losses during the winter to no more than 15 percent within 10 years. It’s also concerned with the monarch butterfly, another species in decline. The government wants to increase the Eastern population of the monarch to 225 million butterflies occupying an area of approximately 15 acres in the insect’s Mexico wintering grounds. And it sets a goal of restoring or enhancing 7 million acres of land for pollinators over the next five years. The strategy is the work of the White House Pollinator Health Task Force, an Obama administration initiative launched last year. President Obama has taken a personal interest in the plight of the honeybees. There is a beehive in the White House garden, the honey from which is an ingredient in the White House beer recipe. (If you’re interested in a good buzz.) Critics, however, say the White House strategy doesn’t go far enough. Friends of the Earth issued a stinging rebuke to the administration’s plan, charging that it “failed to adequately address the impact of pesticides, including neonicotinoid insecticides on bees and other pollinators.” Puns aside, it’s a serious issue. According to The Washington Post:

“Over the past five years, winter losses of commercial honeybee colonies have averaged roughly 30 percent. A consortium of universities and research laboratories announced last week that beekeepers lost 42.1 percent of their colonies between April 2014 and 2015, an 8 percent spike from the previous year, and that the number of summer deaths exceeded winter deaths for the first time since the survey began in 2010.”

LA WEEKLY: “Could L.A. Become a Honeybee Mecca?”

Look inside a plain wood box, in a truck, in the driveway of Rob and Chelsea McFarland’s house on certain spring nights, and you will see them. Bees.

How did they get there? Turn back the clock two years, to another season, another swarm. This one arrived in the afternoon while Rob was working in the backyard — one bee at first, then thousands, clustered into a ball the size of two footballs. It landed in a tree.

Instead of killing the bees, Rob called a group he’d read about online, which “rescues” them: the Backwards Beekeepers. That evening, wearing only a T-shirt and jeans and no protective suit, a volunteer from the group clipped the branch of bees, dropped it into a cardboard box and sealed it up. Rob, now 33, and wife Chelsea, 31, were astounded. “It revealed to me the gentle nature of bees,” Rob says.

Soon he started going on rescues, too — as many as three a day. He climbed a tangerine tree in the middle of the night and brought down the biggest open-air hive Chelsea had ever seen. With a frenzied smile, Rob gripped the severed branch with massive honeycombs dangling off it — a 60-pound lollipop of bees. Chelsea snapped a picture.

Then the dawning realization: “Where the hell do we put them?” It is a recurring question that will consume their next few days, then months, then years.

The tangerine tree hive sat on their roof for a spell. The McFarlands live in a modest house in the Del Rey neighborhood, a narrow, two-mile strip that cleaves Culver City from Mar Vista. They don’t exactly have a lot of space. And what kind of neighbor welcomes a swarm?

By some miracle, after weeks of shlepping hives across the city — after the crazy logistics of matching up people who had bees but didn’t want them with people who want bees but didn’t have them — Chelsea secured a spot: a small, scrubby hilltop in agrarian Moorpark, overlooking an organic farm owned by a friend of a friend. The McFarlands christened the hilltop the HoneyLove Sanctuary.

Today it hosts 16 hives in colorful wood boxes, each from somewhere around L.A., rescued from water meters and birdhouses and compost bins, places Rob can’t recall anymore.

“Each one of these is a family,” Chelsea says. “We’re usually rushing to beat the exterminator out there.”

For the past two years, the McFarlands’ house has been a halfway home for rescued bees. Rob, a YouTube channel manager, rescues them after work in the evenings, and the bees spend the night in his truck on the driveway until he can shuttle them up to the hilltop in the morning.

You do not choose to become obsessed. As anyone who has ever fallen in love with this insect says, “The bees choose you.”

“We always kind of have bees at our place,” Chelsea admits, with a sheepish grin.

Commercial bees — the ones used to pollinate crops in the agriculture industry — are dying off in record numbers, presenting a serious crisis to global food production. Yet in urban areas, bees thrive. No pesticides or monocrops mean healthy living conditions. As improbable as it sounds, cities like Los Angeles may be the bees’ best hope for survival.

But there’s a catch.

Urban beekeeping is legal in New York, Seattle, Portland, Ore., Denver, Atlanta, San Francisco, Paris, London, Tokyo and Vancouver. In New York and San Francisco, people keep hives on the roofs of luxury hotels and apartment buildings.

In Los Angeles, however, bees exist in a legal gray area. The county allows them. But the city has no laws specifically pertaining to urban beekeeping. Currently, if bees are found on public property, the city’s only option is to exterminate them. As a result, the past few years have seen the emergence of groups like the Backwards Beekeepers, which are devoted to rescuing and keeping these wild swarms of so-called “feral” hives within city limits.

The Backwards Beekeepers represent a whole new kind of thinking about bees. While older, established groups frown on feral hives, the Backwards Beekeepers see them as the way of the future. Where traditional bee clubs use pesticides and antibiotics to help struggling bee populations, the Backwards Beekeepers favor organic, “natural” methods. The city, in a Backwards Beekeeper’s eyes, is a bee’s ideal stomping ground.

Yet as long as the rules about keeping hives on private property are anyone’s guess, beekeepers live in fear. No one has been prosecuted, but that doesn’t seem like security enough. And so Rob and Chelsea McFarland have been working to change the city’s codes one neighborhood group at a time.

When the McFarlands consulted beekeepers in Seattle, they were advised to build support from the ground up. So the McFarlands formed a nonprofit foundation, HoneyLove, and they do endless events and outreach: wax symposiums, honey tastings, mead workshops, pollen parties, art shows, festivals, concerts, garden tours, grocery consortiums, school visits, equipment demonstrations, film screenings, radio shows, television appearances, guest lectures and video blogging. They organized a four-month feasibility study with the Mar Vista Neighborhood Council, which includes surveys with residents, testimony from a pediatric pulmonologist on the effects of bee stings and, for a little bedtime reading, 75 scholarly articles on beekeeping.

In the process, their small social circle has become a massive one; the bees opened up a community for them in a way that nothing had before. “You’d be amazed at how many people have a particular interest in bees for one reason or another,” Rob says.

How does someone get into bees? For the McFarlands, the more salient question is, how did they manage so long without bees?

The couple is well versed in the art of taking up causes. Previously they championed orangutans. But orangutans were an abstraction, thousands of miles away in the forests of Borneo. Bees were literally right in their backyard.

Chelsea, a video editor and something of a natural-born cheerleader, wanted to fix their bad rep. “You see a swarm coming, and it’s, like, ‘Killer bees! Run for the hills!’?” she says. “But actually it’s the least aggressive a bee will ever be. Because they have nothing to defend. They’re all homeless. They have no honey. They have no babies.”

Rob, who is quiet and thoughtful, with a mind prone to drawing connections, saw the intrinsic fascination of the insect itself. There were infinite, engrossing facts to learn. Did you know that bees see in ultraviolet light, so flowers look like neon signs to them? Did you know that bees are essentially plants’ way of having sex?

Mystery Malady Kills More Bees, Heightening Worry on Farms

BAKERSFIELD, Calif. — A mysterious malady that has been killing honeybees en masse for several years appears to have expanded drastically in the last year, commercial beekeepers say, wiping out 40 percent or even 50 percent of the hives needed to pollinate many of the nation’s fruits and vegetables.

A conclusive explanation so far has escaped scientists studying the ailment, colony collapse disorder, since it first surfaced around 2005. But beekeepers and some researchers say there is growing evidence that a powerful new class of pesticides known as neonicotinoids, incorporated into the plants themselves, could be an important factor.

The pesticide industry disputes that. But its representatives also say they are open to further studies to clarify what, if anything, is happening.

“They looked so healthy last spring,” said Bill Dahle, 50, who owns Big Sky Honey in Fairview, Mont. “We were so proud of them. Then, about the first of September, they started to fall on their face, to die like crazy. We’ve been doing this 30 years, and we’ve never experienced this kind of loss before.”

In a show of concern, the Environmental Protection Agency recently sent its acting assistant administrator for chemical safety and two top chemical experts here, to the San Joaquin Valley of California, for discussions.

In the valley, where 1.6 million hives of bees just finished pollinating an endless expanse of almond groves, commercial beekeepers who only recently were losing a third of their bees to the disorder say the past year has brought far greater losses.

The federal Agriculture Department is to issue its own assessment in May. But in an interview, the research leader at its Beltsville, Md., bee research laboratory, Jeff Pettis, said he was confident that the death rate would be “much higher than it’s ever been.”

Following a now-familiar pattern, bee deaths rose swiftly last autumn and dwindled as operators moved colonies to faraway farms for the pollination season. Beekeepers say the latest string of deaths has dealt them a heavy blow.

Bret Adee, who is an owner, with his father and brother, of Adee Honey Farms of South Dakota, the nation’s largest beekeeper, described mounting losses.

“We lost 42 percent over the winter. But by the time we came around to pollinate almonds, it was a 55 percent loss,” he said in an interview here this week.

“They looked beautiful in October,” Mr. Adee said, “and in December, they started falling apart, when it got cold.”

Mr. Dahle said he had planned to bring 13,000 beehives from Montana — 31 tractor-trailers full — to work the California almond groves. But by the start of pollination last month, only 3,000 healthy hives remained.

Annual bee losses of 5 percent to 10 percent once were the norm for beekeepers. But after colony collapse disorder surfaced around 2005, the losses approached one-third of all bees, despite beekeepers’ best efforts to ensure their health.

Nor is the impact limited to beekeepers. The Agriculture Department says a quarter of the American diet, from apples to cherries to watermelons to onions, depends on pollination by honeybees. Fewer bees means smaller harvests and higher food prices.

Almonds are a bellwether. Eighty percent of the nation’s almonds grow here, and 80 percent of those are exported, a multibillion-dollar crop crucial to California agriculture. Pollinating up to 800,000 acres, with at least two hives per acre, takes as many as two-thirds of all commercial hives.

This past winter’s die-off sent growers scrambling for enough hives to guarantee a harvest. Chris Moore, a beekeeper in Kountze, Tex., said he had planned to skip the groves after sickness killed 40 percent of his bees and left survivors weakened.

“But California was short, and I got a call in the middle of February that they were desperate for just about anything,” he said. So he sent two truckloads of hives that he normally would not have put to work.

Bee shortages pushed the cost to farmers of renting bees to $200 per hive at times, 20 percent above normal. That, too, may translate into higher prices for food.

Precisely why last year’s deaths were so great is unclear. Some blame drought in the Midwest, though Mr. Dahle lost nearly 80 percent of his bees despite excellent summer conditions. Others cite bee mites that have become increasingly resistant to pesticides. Still others blame viruses.

But many beekeepers suspect the biggest culprit is the growing soup of pesticides, fungicides and herbicides that are used to control pests.

While each substance has been certified, there has been less study of their combined effects. Nor, many critics say, have scientists sufficiently studied the impact of neonicotinoids, the nicotine-derived pesticide that European regulators implicate in bee deaths.

The explosive growth of neonicotinoids since 2005 has roughly tracked rising bee deaths.

Neonics, as farmers call them, are applied in smaller doses than older pesticides. They are systemic pesticides, often embedded in seeds so that the plant itself carries the chemical that kills insects that feed on it.

Older pesticides could kill bees and other beneficial insects. But while they quickly degraded — often in a matter of days — neonicotinoids persist for weeks and even months. Beekeepers worry that bees carry a summer’s worth of contaminated pollen to hives, where ensuing generations dine on a steady dose of pesticide that, eaten once or twice, might not be dangerous.

“Soybean fields or canola fields or sunflower fields, they all have this systemic insecticide,” Mr. Adee said. “If you have one shot of whiskey on Thanksgiving and one on the Fourth of July, it’s not going to make any difference. But if you have whiskey every night, 365 days a year, your liver’s gone. It’s the same thing.”

Research to date on neonicotinoids “supports the notion that the products are safe and are not contributing in any measurable way to pollinator health concerns,” the president of CropLife America, Jay Vroom, said Wednesday. The group represents more than 90 pesticide producers.

He said the group nevertheless supported further research. “We stand with science and will let science take the regulation of our products in whatever direction science will guide it,” Mr. Vroom said.

A coalition of beekeepers and environmental and consumer groups sued the E.P.A. last week, saying it exceeded its authority by conditionally approving some neonicotinoids. The agency has begun an accelerated review of their impact on bees and other wildlife.

The European Union has proposed to ban their use on crops frequented by bees. Some researchers have concluded that neonicotinoids caused extensive die-offs in Germany and France.

Neonicotinoids are hardly the beekeepers’ only concern. Herbicide use has grown as farmers have adopted crop varieties, from corn to sunflowers, that are genetically modified to survive spraying with weedkillers. Experts say some fungicides have been laced with regulators that keep insects from maturing, a problem some beekeepers have reported.

Eric Mussen, an apiculturist at the University of California, Davis, said analysts had documented about 150 chemical residues in pollen and wax gathered from beehives.

“Where do you start?” Dr. Mussen said. “When you have all these chemicals at a sublethal level, how do they react with each other? What are the consequences?”

Experts say nobody knows. But Mr. Adee, who said he had long scorned environmentalists’ hand-wringing about such issues, said he was starting to wonder whether they had a point.

Of the “environmentalist” label, Mr. Adee said: “I would have been insulted if you had called me that a few years ago. But what you would have called extreme — a light comes on, and you think, ‘These guys really have something. Maybe they were just ahead of the bell curve.’”

Ministers must wake up to the fact that these chemicals come with an enormous sting in the tail by immediately suspending the use of these pesticides.’”

If it were a novel, people would criticize the plot for being too far-fetched – thriving colonies disappear overnight without leaving a trace, the bodies of the victims are never found. Only in this case, it’s not fiction: It’s what’s happening to fully a third of commercial beehives, over a million colonies every year. Seemingly healthy communities fly off never to return. The queen bee and mother of the hive is abandoned to starve and die.
 

Thousands of scientific sleuths have been on this case for the last 15 years trying to determine why our honey bees are disappearing in such alarming numbers. “This is the biggest general threat to our food supply,” according to Kevin Hackett, the national program leader for the U.S. Department of Agriculture’s bee and pollination program.
 

Until recently, the evidence was inconclusive on the cause of the mysterious “colony collapse disorder” (CCD) that threatens the future of beekeeping worldwide. But three new studies point an accusing finger at a culprit that many have suspected all along, a class of pesticides known as neonicotinoids.
 

In the U.S. alone, these pesticides, produced primarily by the German chemical giant Bayer and known as “neonics” for short, coat a massive 142 million acres of corn, wheat, soy and cotton seeds. They are also a common ingredient in home gardening products.
 

Research published last month in the prestigious journal Science shows that neonics are absorbed by the plants’ vascular system and contaminate the pollen and nectar that bees encounter on their rounds. They are a nerve poison that disorient their insect victims and appear to damage the homing ability of bees, which may help to account for their mysterious failure to make it back to the hive.
 

Another study published in the American Chemical Society’s Environmental Science and Technology journal implicated neonic-containing dust released into the air at planting time with “lethal effects compatible with colony losses phenomena observed by beekeepers.”
 

Purdue University entomologists observed bees at infected hives exhibiting tremors, uncoordinated movement and convulsions, all signs of acute insecticide poisoning. And yet another study conducted by scientists at the Harvard School of Public Health actually re-created colony collapse disorder in several honeybee hives simply by administering small doses of a popular neonic, imidacloprid.
 

But scientists believe that exposure to toxic pesticides is only one factor that has led to the decline of honey bees in recent years. The destruction and fragmentation of bee habitats, as a result of land development and the spread of monoculture agriculture, deprives pollinators of their diverse natural food supply. This has already led to the extinction of a number of wild bee species. The planting of genetically modified organism (GMO) crops – some of which now contain toxic insecticides within their genetic structure – may also be responsible for poisoning bees and weakening their immune systems.
 

Every spring millions of bee colonies are trucked to the Central Valley of California and other agricultural areas to replace the wild pollinators, which have all but disappeared in many parts of the country. These bees are routinely fed high-fructose corn syrup instead of their own nutritious honey. And in an effort to boost productivity, the queens are now artificially inseminated, which has led to a disturbing decline in bee genetic diversity. Bees are also dusted with chemical poisons to control mites and other pathogens that have flourished in the overcrowded commercial colonies.
 

In 1923, Rudolph Steiner, the German founder of biodynamic agriculture, a precursor of the modern organic movement, predicted that within a hundred years artificial industrial techniques used to breed honey bees would lead to the species’ collapse. His prophecy was right on target!

Honey bees have been likened to the canaries in the coal mine. Their vanishing is nature’s way of telling us that conditions have deteriorated in the world around us. Bees won’t survive for long if we don’t change our commercial breeding practices and remove deadly toxins from their environment. A massive pollinator die-off would imperil world food supplies and devastate ecosystems that depend on them. The loss of these creatures might rival climate change in its impact on life on earth.
 

Still, this is a disaster that does not need to happen. Germany and France have already banned pesticides that have been implicated in the deaths of bees. There is still time to save the bees by working with nature rather than against it, according to environmentalist and author Bill McKibben:
 

“Past a certain point, we can’t make nature conform to our industrial model. The collapse of beehives is a warning – and the cleverness of a few beekeepers in figuring out how to work with bees not as masters but as partners offers a clear-eyed kind of hope for many of our ecological dilemmas.”
