One hive without brood, one hive without honey

Hello,

I did a cut out 4 weeks ago. During inspection, I realized the hive was doing very well but there was no brood at all. The bees were only making honey. After discussing it with Ruth, I learned this hive was queen-less. Today’s inspection just confirmed that.

Then I inspected another young colony (a cut out as well) where the exact opposite is happening: only brood and NO honey at all — just found one cell with bee bread. They didn’t mind finishing the bag of honey I gave them last time though. I gave them another bag of honey for gave them some forces to hopefully get out and get the work done.

Since both colonies are very small, I was wondering if I could fusion them together? — you know, by using some newspaper to separate them before they become buddy buddy.
